I have had this account for 3 years and now all of a sudden Frontpage extensions are going to cost me $15 a year just to move the root to a subfolder.

I think $15 setup would be more appropriate to move my root to a subfoloder.

This is not a charge for frontpage, this is a charge for you to host a additional website in 1 hosting plan. If there's any confusion, you can contact support.  We NEVER charge for frontpage.
