MSSQL 2005 and CLR Assembly

I just did a test DB on the new account, MSSQL 2005. Everything seemed to work perfectly with DB creation. I did a test from VS 2005 creating SQL Project and adding Stored Procedure. Deployment option in VS 2005 worked fawlessly, however debugging is disabled on SQL Server (which is fine, things are to be tested locally) and 'clr enabled' is set to 0.

My question is, is it possible to get CLR Assemblies enabled or does that require some special dedicated plan?
